AKP Phnom Penh, September 1, 2026 --

The Council for the Development of Cambodia (CDC) and Southeast Asian super-app Grab Holdings Inc. have agreed to deepen cooperation on electric vehicle (EV) infrastructure, digital literacy, and local business support.

The commitment came during a courtesy meeting held in Phnom Penh on Aug. 31 between Deputy Prime Minister and First Vice Chairman of the CDC, H.E. Sun Chanthol, and Ms. Chin Yin Ong, Chief Organisation Capability Officer of Grab Holdings Inc.

The meeting focused on exploring strategic collaboration to establish robust EV charging networks across the Kingdom and align corporate initiatives with national policies designed to accelerate green transport adoption. Both sides exchanged insights on formulating a balanced regulatory framework for EV policy and fair pricing structures within the ride-hailing sector.

The Royal Government fully supports Grab’s proposed initiatives and commends its continued commitment to contributing to Cambodia's digital economic transition, H.E. Sun Chanthol said.

The public-private cooperation remains essential to modernising the transport and logistics sectors, he underlined.

In addition to in-depth exchanges on the aforementioned topics, Ms. Ong requested further recommendations and guidance from H.E. Deputy Prime Minister to serve as a framework for enhancing the implementation of Grab's business action plan in Cambodia.

Key action items highlighted include: (1) studying and exploring cooperation with the Royal Government of Cambodia to establish and support a Micro, Small, and Medium Enterprises Hub (MSME Hub) to assist local businesses, (2) capacity building and upskilling through training programmes aimed at strengthening digital literacy and skills for driver-partners and merchant-partners to enhance their market competitiveness, and (3) contributing to tourism promotion in Cambodia by exploring innovative marketing strategies.

Addressing corporate security concerns, the Deputy Prime Minister highlighted the government's unwavering stance on tackling online financial fraud and digital scams to ensure a safe, transparent, and trustworthy environment for technology investments and platform users.
