H.E. Konstantin Kosachev (C, Pic. 1), Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation, arrives at Techo International Airport this morning to participate in the 2nd Inter-Parliamentary Speakers’ Conference (ISC-2) being hosted in Phnom Penh capital city, the Kingdom of Cambodia from Aug. 26-28.
