AKP Phnom Penh, August 25, 2026 -- A Cambodian naval delegation has been on a visit to Vietnam to attend the 2026 International Naval Cadet Training Exchange Programme (INCATEP 2026), which officially kicked off in the south central coastal province of Khanh Hoa on Aug. 24.

Organised by the Vietnam People's Navy from Aug. 23 to 28, the event brought together nearly 50 naval officers, instructors and cadets from 12 countries, including Australia, Cambodia, Canada, China, India, Indonesia, Laos, Malaysia, Myanmar, New Zealand, Singapore and Thailand.

The programme is designed to foster solidarity, mutual respect and friendship among participating countries.

According to organisers, this is the first multilateral diplomatic activity staged by the Vietnam People’s Navy. The activities are expected to build mutual understanding, trust and cooperation among military academies and schools, particularly among cadets who will become naval officers, contributing to an environment of peace, stability, cooperation and development.

Following the opening ceremony, foreign naval officer and cadet delegations observed training at the Combat Simulation Training Centre of the Naval Academy.

The same day, delegates attended the 2026 international naval cadet seminar, where they presented papers and shared innovative approaches to learning and training, including how to better apply advances in science and technology.

The six-day event features seamanship and maritime experience aboard the sailing training ship 286 Le Quy Don; sports, cultural and culinary exchanges; hands-on preparation of traditional Vietnamese dishes; and visits to cultural and historical sites and scenic attractions in Khanh Hoa.
